I want to start by clearing the air that this isn’t about who is the strongest One Piece Villain but more about who is the greatest villain. The kind of villain who added so much more to this wonderful story of One Piece. How their villainous contribution shaped the world of one piece and the story of the Straw Hats. And for that reason, I will not be getting into obvious villains like Im. I will also only talk about individual villains and not a group like the World Government and the Baroque works. I mean, the World Government is what many would say is the greatest Villain of the story.

Although we will be speaking on the Strength, we will not rate the character based on his/her strength. We will base the ranks more on the impact they had on the story as a villain and also on the straw hats. So don’t go shouting in the comments about how Rocks is the strongest ever. Whatever… strength is not measured here, though it is mentioned a few times.

This will only be individual villains who we’ve seen, know about well, and the impact they had on the story.

21. Captain Kuro

This is one of those villains who is just memorable in the little ways as a character. Kuro’s constant correction of his glasses and his iconic partner who does the Michael Jackson moonwalk dance.

Although I don’t really feel he is of anything that important to the story. But I still felt that he did have quite an impact on Usopp as a character. He made Usopp want to become that warrior he always claims to be. This is all in order to protect his village, his friends, and mainly Kaya.

Other than the impact he had on Usopp as a character, he never really contributed much to the whole story.

20. Vergo

The man who just follows orders from Doflamingo like a dog. Has no regard for his own nakamas and would just kill them off. He’d do this if he felt that’s the best way to achieve his goals of making doflamingo happy. He once beat up Law close to the brink of death simply because he forgot to add “-san” at the end. The Trauma from back then still affects Law to this day.

Zoro said that Vergo is probably Luffy’s greatest enemy. Mainly because of his disregard for his own companions and friends.

19. Hody Jones

Simply, he made Shirahoshi sad. But also because he was the person behind the greatest betrayal on Fishman island. He did this by killing Otohime just so that he could exact revenge on the humans. Coming from such a sensitive part of the story of One Piece, which was about racism, he really took it to the next level.

Hody Jones really cemented himself as a despicable character with the death of Otohime. Just when we can finally see progress with the talks, it was all taken away because of his thirst for blood. Killing the queen just to make sure he can go against the Humans. He’d go to any length just to foil Otohime’s plan of bringing peace to the world of the fishmen.

18. Vinsmoke Judge

Basically the man who made Sanji the way he is today. Judge’s lust for power made him want back his son that he rejected. Raised a whole army of clones, which shows he has no regard for life. Even his wife, who is beautiful (had to add that point), is subjected to experiments to engineer superhuman kids.

Back when Sanji was escaping, he made Sanji promise to never tell anyone that Judge is his father. This is simply because of how much he hates his own son for being weak. He is the representative of an overbearing parent who would do anything for a perfect son. And rejects any son or daughter who doesn’t meet that standard.

But the part that really elevates him into next level is how he still thinks of ways to use Sanji. Even though it was years later, after rejecting him as his son, for his own gain, he’s trying to get him to marry Pudding of the Big Mom Pirates. This whole time he never cared about Sanji, only to try to get him back when it served him. Even threatening the lives of his father, the chef and his current crew to make sure he stays and do what he’s told.

17. Gekko Moriah

I’ll be honest, Thriller Bark is one of the arcs which I personally didn’t like. So I don’t look too highly on Gekko as well. So I might be a bit biased when it comes to judging him. This may cause him to slip down the rankings, but whatever.

Anyway, Gekko is someone who was actually quite strong, to a point where he stood in front of Kaido. Even though he lost and all his crew died, but at least he tried. After the death of his crew, he stopped putting as much effort into building his own strength. He mostly started depending on his zombies and lackeys to do his job. This weakened him, as mentioned by Jinbe, while fighting him.

He is only a good villain because of how he has affected the storyline of one piece. He did so by incorporating the zombies of many legendary characters from the One Piece world. This gave us a deeper understanding of the world of One Piece.

16. Enel god

Another character who, like Vergo, had no qualms about killing his own people, companions and even family. Enel is much worse as he thought he was the literal God as he possesses the power of lightning. He was planning on destroying the whole sky Island simply because he thought he could as he was God.

His only aim is to reach the moon in his spaceship, which he did later on. He played a major role in finding and understanding the world of One Piece that much deeper. He proved that there is more to the world of one piece with his trip to the moon. We are pretty sure he will be coming back to the story, unless he just exists as the backstory to understand the world better but won’t show up in the main story anymore. I mean, it’s all up to Oda at this point.

15. Katakuri

Probably the only lovable villain we have on the list. If this list were about how powerful one is, then he’d probably be in the top 5. But here, we’re talking about how much of a villain a character is and their impact on the whole story.

Katakuri definitely had a large impact on Luffy as a mentor of some sort. Though not on purpose but we can definitely see him as a big brother to Luffy as he taught him how to better understand his Observational Haki. By the way, by teaching, I didn’t mean like how Rayleigh taught luffy but like I’m-Trying-To-Kill-Him taught him kind of vibe.

But we can definitely see him as a respectable villain in comparison to most other people we have here on this list. So sorry Katakuri for ending being on this list with all these sickos.

14. Captain Buggy

Another Character who like Katakuri, is not really a villain… at least not anymore. Now he’s become a really lovable character with millions of fans who is praising God Buggy. He is only second to God Usopp when it comes to God Like Abilities.

But jokes aside, he has had quite an impact on the whole story of One Piece. From the fact that he’s part of Roger’s crew, to being able to talk casually with Shank’s crew. And the close bond he has with the future Pirate King, Luffy, he is definitely a character to be reckoned with.

In terms of how he affected the story and the crew, well, he helped Luffy escape Impel Down and before that, his story on how he got his body back (Front Cover Page story) is ingrained in everyone’s mind. And we are very very sure, he will be making many more appearances in the show and we’re all waiting for that with bated breath.

13. Kuruzomi Kanjuro

Another difficult character to pinpoint as a villain as he is one of the really broken characters which is not really his fault. He is from the Kuruzomi clan who were one of the families who were fighting for the control of Wano. And somewhere along the way, the Kuruzomi Clan is outed, hunted, and killed for simply being from the Kuruzomi clan.

He lost his whole family and friends to a war he had no say in. He became dead and just go with the wind until he got the chance to finally exact revenge on the Kozuki Clan. His acting was so on point that no one even suspected anything for the many years that they were together. All just to make sure he destroys the Kozuki clan and their allies from the inside out. 

He was even willing to die as a “nakama” with Oden, only to get that revenge he was thirsting for so much. Kanjuro definitely had a massive impact on the story as his acting caused the fight in Zou on top of Zunesha and almost lost strawhats the fight against Doflamingo and many other instances. He has been working secretly behind the scenes, making sure that the way forward for the strawhats and the Samurai Scabbards are as difficult as possible.

12. Jack

One of the 3 calamities and one of Kaido’s right-hand men who is dangerously powerful as a character in the one piece world. As with his captain, he is also ruthless to anyone he deems an enemy and even to his own allies if he feels like they’re of no use or are hindering his mission.

We can see how ruthless he is as a villain where he doesn’t mind using any means or tactics to win a fight. This can be seen with the way he used Ceasers Gas on top of Zunesha during his search for Raizo of the Mist. The gas was done because of his inability to get the mink tribe to submit to him. So he used the most cowardly act possible to gain that leverage. And when he has captured the two heads of the Mink Tribe, he went on to torture them relentlessly in order to find Raizo.

He also tried to rescue Doflamingo and went against multiple Marine ships in the presence of marines but was defeated and thought to have died. But it was later revealed that he survived the battle and his strength wasn’t really affected by the whole ordeal.

11. Kizaru

One of the three admirals of the marines who is known to take things “Lightly”. Stupid pun, I know. But he’s incredibly strong as he literally is Light and can move as fast as it. He made quite the impact in the story during the Sabaody Arc but we’re yet to see Oda diving deep into the character as he did with Aokiji or, to some point, with Akainu. We’re yet to really understand the character other than the many speculations that we see online.

He is quite ruthless and doesn’t respect anyone, regardless of who they are. Even Akainu was still referred to by name, even though he became Fleet Admiral by Kizaru. While he was trying to capture one pirate crew, he did so much damage to the mangroves and maybe even casualties to the people on Sabaody island. 

Though, as mentioned before, we are yet to dive deeply into this character in the story. And hopefully it’ll be as interesting as it was with Aokiji and not just be another villain with no backstory.

10. Rob Lucci

The Government’s dog who took a special bone to pick to see the death of Nico Robin for some odd reason. His obsession with catching her is borderline creepy as he’d go to any length to meet that objective.

After being a total ass to Robin and making her regret being friends with the Strawhats, he appears again later in the anime to torment Shirahoshi, Rebecca and Vivi again. There are no limits to how much of a Dog Lucci can be.

His reappearance later in the latest manga chapters only serves to push him higher up this list of the worst One Piece villain.

9. Noble Charlos

Although a character who doesn’t have any powers (Skill, devil fruit or strength power) whatsoever and probably the weakest among the weakest in the whole of One Piece World, I still have to put him on this list. Because he is probably the most disgusting character we can have in the show. One who deserves every punch, kick, bat-hitting on the face done to him.

He shoots anyone he pleases, and his infatuation with mermaids is obscene. But not even in a good way, since he threw a massive amount of money to buy Camie the mermaid. And for his amusement, wanted to put her in a tank with Piranhas to see how she would survive.

Regarding how he contributed to the whole show, well, not much really. Other than just delivering us the most satisfying punch imaginable when Luffy went up and smacked him right across the face. But yeah, that’s it really. Honestly, I’d have kept higher up the list, but he’s just so weak. It’ll feel like bullying for some reason.

8. Kaido

Kaido, who is the current main antagonist of the Wano arc, is simply a beast. Especially after the death of White Beard, he is known as the strongest Creature in the One Piece world. He has no respect for anyone in the show where, even when Lin Lin was captured and locked with the Sea Prism Stones, he immediately commands them to be removed. As he doesn’t want to kill her while she is still weak.

He was also part of the Rocks Crew, which was and is probably the most powerful crew in existence. He is seen to owe Lin Lin for getting the legendary fruit Uo Uo no Mi, a mythical Zoan devil fruit that allows him to transform from his humanoid form into a large blue eastern dragon. In his dragon form, Kaido can fly and have clouds appear around him.

We know there is so much more to him as a character as we’re yet to truly understand his origins, as he is often seen as a creature rather than a human. That maybe because of how powerful he is or actually something else.

7. Charlotte Lin Lin

One of the 4 emperors who is also one of the most powerful characters in the world of One Piece. Big Mom was the one who gave Kaido the legendary Fruit, which lets him become the dragon and terrorizes the world of One Piece.

Lin Lin was also one of the pirates under Rocks Pirate flag, which was the most powerful Pirate Ship in existence outside that of Gol D Roger. Though even Gol D Roger had to get help from Garp and the marines to defeat these monsters.

Big Mom is like a lost child who everyone keeps on abandoning one way or the other over time. Either it was her parents, or the different orphanages, or any other parent figure that should’ve been there for her. So even when she’s older, she retains that childlike behaviour and only wishes for a family to be around.

She’s definitely dangerous and ruthless if things don’t go her way, but her mother-like tendencies do appear every once in a while, like when Tama asks for her help and her motherly instincts immediately goes to protect Tama.

Her impact was definitely a massive one in the world of one piece as she held most of the Poneglyphs and that influence of power only grew with her combining forces with Kaido to find the one piece.

6. Arlong

One of the first few serious threats to the Strawhat crew and relatively weak in front of the many other opponents Luffy faced later on in his journey. But Arlong really had a major impact on the story as a whole. We can see this as his actions led Nami to be who she is right now and his actions still have ramifications almost 1000 chapters later when they arrived on Fishmen Island.

In the defence of Arlong, he came from a place rife with racism towards the Fishmen and his anger, since he was a child, is just something he can’t throw away that easily. He genuinely believes that Fishmens are the epitome of existence in the world and did exactly what the World Nobles did to his people. 

Some will say he was just misled and confused, but there is no denying the number of people he has killed and ruined the lives of many simply for monetary gains. And he made Nami cry… and no one can forgive him for that.

But anyway, his impact almost made Jinbe the newest member of the strawhats to commit suicide in compensation to the suffering Nami had to endure because of Arlong. So his actions almost took away the Strawhat member Jinbe from us.

5. Rocks D. Xebec

This is one of those characters who we don’t know that well, so I won’t be able to rank him too high. Though his effect on the whole story is quite big, even as unknown of a person as he is. I mean, he has subordinates like White Beard, Kaido and Big mom… so you can definitely see his influence in the whole story.

He is known to be a ruthless person who mercilessly kills anyone who stands in his way. He even kills innocent people who just happen to be close by if it amuses him. Rocks even fought against both Garp and Gol D Roger at the same time and held his own, which only goes to show how powerful of a character he was. Their fight caused the destruction of God Valley, which disappeared off the face of the map.

4. Crocodile

He led the Baroque works, which was a very important organization in the first half of the anime. Clues about his existence were already shown since the very introduction of Vivi, who was still a villain then (Though sadly, Vivi didn’t make it in this list of villains).

Crocodile was a cruel leader who wouldn’t mind cutting his closest allies if they don’t follow his orders or if they make a mistake. He threw away Robin the moment he found out that she said that the ancient writings didn’t show the location of the ancient weapon. He also went so far as to overthrow a whole kingdom and kill hundreds of people just for the purpose of finding the weapon.

In the show, he remains as one of the villains who really stood out for many fans as he has an iconic design and the way he carries himself as a villain.

3. Donquixote Doflamingo

I mean, it was quite obvious this nut job will be on the list. I can already hear the people in the back shouting “His horrible childhood made him like that”. Well, obviously, I mean if you didn’t notice, most of the One Piece Villains actually had a legit past. A reason to be who they are right now, but there are an equal number of characters who went through the same stuff and didn’t become so shitty. His Brother for an example?

Anyway, speaking of his contributions to the story of one piece. He acted as the gateway that supplied Kaido with the Smile Fruits. Doflamingo was basically the reason Toko can only laugh while seeing her dying father succumb to the hundreds of bullets that riddled his body.  

He also proved in the Dressrosa Arc that even though he acts like he cares about his “Family” but in the end, he doesn’t care unless they can prove their might. This means he doesn’t mind killing them off and making a whole new family.

2. Marshal D. Teach

The way we are introduced to the character is quite odd, as we see him competing with Luffy over who can eat and drink more. But his speech on how the pirate age is about to begin is quite interesting. He basically says the exact same thing that Luffy always says when it comes to the pirate king’s dream, so they have so much in common. But at the same time, Luffy can feel it in his guts that there is something odd about him.

The way he was introduced, it didn’t seem like there was anything special about him. Almost too bland and blends in easily with the background, but little did we know how he became the main antagonist of the whole show. This shows how carefully Oda constructs his story and characters. Nothing ever comes easy in the show and we are always wondering which character which we thought was insignificant turns out to be the next biggest character in the show.

His impact on the show is probably growing to be the most as he will probably become the main antagonist, considering it was his fault Ace and Whitebeard died. But until we see him at his highest potential, I won’t keep him at the top spot… for now.

1. Fleet Admiral Akainu

The Current Fleet Admiral whose goal is nothing but the defeat and extinction of these things called Pirates from the world of One Piece. He is extremely powerful, beating out even Aokiji during their 10 day fight at Punk Hazard. He also survived many direct hits from Whitebeard, who is the strongest man in the world of One Piece. So there is no question of his strength as an individual.

As for his involvement with the story, I mean there is no denying he caused one of the biggest scenes in the whole of One Piece yet. That moment he punched a hole through Ace was probably one of the most iconic anime moments in history. The ramifications that happened after that changed One Piece forever with Luffy and his outlook on his life as a Pirate. And even the world in general of one piece changed forever with that one act.

Being the current Fleet Admiral, he commands the whole navy to do what is needed to take down any enemy of the world Government. There is no doubt that his impact on the story will only get bigger as the story moves forward.

Special Mentions

Gerosei or the 5 elders who are directly under IM

Although they are still under IM, they still hold a lot of power and decide how the world moves forward in the world of one piece. We are yet to delve deeply into these characters and how much real impact they have in the One Piece End Game.

We’ve only seen a silhouette of the character but we know for a fact that he is the most powerful character in the show of one piece. We don’t know about physical power, but at least he commands over the whole World Government. Only time can tell what kind of appearance he will make when Oda deems it is right to do so.

Celestial Dragons or World Nobles

The highest beings in the world of One Piece who people treat as Gods. They are the decendants of 19 of the twenty Kings who established what is now known as the World Government. Noble Charlos is one example of what kind of people these Celestial Dragons are. So I guess that’s all I need to convince you why they are definitely villains of the highest order in the story of One Piece. But sadly, I didn’t want to include groups, so they weren’t ranked, but definitely deserve the worst punishment by Luffy… soon.
